I have today examined Mr. J.W. N. Kyshe, Registrar of the Supreme Court of Hongkong, and have the honour to report that he is in good bodily health and in this respect fit to return at once to Hongkong. But his mental condition is very unsatisfactory.
He is nervous, depressed, complains of pains in his back, sleeplessness etc. is very voluble insisting constantly on the necessity for rest from the mental strain to which he says he has been subjected, and so forth.
The mental perturbation is, in my opinion, partly the outcome of special circumstances and partly the outcome of personal temperament.
He had a similar breakdown in 1899.
An extension of leave for three months might restore his mental equilibrium; should it not do so I would regard him as not likely to be fit for further service.
